We are helping consortium of 5 local councils in the south west to tender for a new Library Management System. This new system will ensure the libraries meet the Government's challenge in Framework for the Future. Using this paper, plus the councils' own Blue-Sky thinking, we developed a business and systems architecture, and from that structured the Invitation to Tender.
It envisages a comprehensive range of libraries services delivered via a wide range of access channels that are available 24/7. Services will be knowledge intensive, providing users to a range of material both in physical form and increasingly digitally. Access channels include the traditional libraries, mobile libraries, self-service libraries (using RFID), community based libraries (e.g. nursing homes, prisons, schools), as well as the home via home delivery and the e-channels. Libraries aim to be inclusive, taking their services to where people are to meet their needs in their situations. Needs ranging from being entertained to learning a new skill or language to finding a new job. Users will be able to visit libraries and book workstations (part of the People's Network) or link their own PC via wi-fi and Blue-tooth. Libraries will deploy CRM systems in the same way as Amazon, sending users news on books and videos they may like to see via the communication channel chosen by the user, for example, SMS on mobile phones. Book club and reading circle members will be able to chat in their own personal forums. Library assistants will answer information requests sent via email, video-phone and instant messaging. User's will be able to manage their personal account to purchase books, pamphlet, pay for training courses, book meeting rooms, and of course pay their fines! These are just some of the ways that libraries will re-invent themselves for the 21st Century.

The SIM project is researching into how organisations can exploit the new interactive electronic mediums to deliver unique and customised products and services to customers at a mass produced price. It is a powerful combination of the concepts of One-to-One Marketing (as proposed by Don Peppers and Martha Rogers) with those of Mass Customisation (after B. Joseph Pine II).
